The committee focuses on
advocacy issues for
minority businesses,
corporate governance and
board diversity. The
duties of the committee
shall include, but not
be limited to, the
following:

Make
recommendations
regarding
policies,
programs and
procedures to be
implemented by
the commissioner
of the office of
administration;

Provide a focal
point and assist
and counsel
minority small
businesses in
their dealings
with federal,
state and local
governments
regarding the
obtaining of
business
licenses and
permits,
including, but
not limited to,
providing ready
access to
information
regarding
government
requirements
which affect
minority small
business;

Analyze current
legislation and
regulation as it
affects minority
business for the
purpose of
determining
methods of
elimination or
simplification
of unnecessary
regulatory
requirements;

Assist MBRT
members in
obtaining
available
technical and
financial
assistance;
Initiate and
encourage
minority
business
education
programs,
including
programs in
cooperation with
various public
and private
educational
institutions;

Receive
complaints and
recommendations
concerning
policies and
activities of
federal, state
and local
governmental
agencies which
affect minority
small businesses,
and develop, in
cooperation with
the agency
involved,
proposals for
changes in
policies or
activities to
alleviate any
unnecessary
adverse effects
to minority
small business.

Board Diversity
The committee also works
to promote board
diversity and assists
major corporations in
their efforts to fulfill
their commitment to an
independent and
inclusive board.
MBRT believes that
diversity is an
important attribute of a
well-functioning board.
Among the
responsibilities of the
Committee shall be to
advise Corporate Boards
on matters of diversity
including race, gender,
culture, thought and
geography; and recommend,
as necessary, measures
contributing to a Board,
that as a whole,
reflects a range of
viewpoints, backgrounds,
skills, experience, and
expertise.
The Committee assists in
the development of
criteria for Boards
seeking new membership
that are striving to
attain a diversity of
background and skills
for the Board. The
Committee is developing
a search protocol that
seeks qualified Board
candidates from, among
other areas, the
traditional corporate
environment, government,
academia, private
enterprise, non-profit
organizations, and
professions such as
accounting, human
resources, and legal
services.
To accomplish this, the
Committee may form
alliances with other
organizations
representing the
interests of women and
minorities. In
connection with its
efforts to create and
maintain a diverse Board.
The Committee works to
develop recruitment
protocols that seek to
include minority
candidates in any
director search
performed by affiliated
major corporations.
These protocols take
into account that
qualified, but often
overlooked, candidates
may be found in a broad
array of organizations,
including academic
institutions, privately
held businesses,
nonprofit organizations,
and trade associations,
in addition to the
traditional candidate
pool of corporate
directors and officers.
Strive to use, to their
fullest potential, the
current network of
organizations and trade
groups that may help
identify diverse
candidates.
Periodically review
director recruitment and
selection protocols so
that diversity remains a
component of any
director search.
The Committee shall seek
suitable candidates from
all minority groups,
expertise, and
viewpoints for
representation on major
corporation boards of
directors.
The Committee shall
periodically review
board composition on
major corporations to
identify whether board
diversity exists and
that their Board
reflects a balance of
knowledge, experience,
skills, expertise and
diversity, including
racial and gender
diversity.
